According to R.C. 3319.102, a school district may hire individuals as substitute teachers if they meet the district’s educational requirements, are of good moral character, and successfully complete a criminal records check as stipulated by R.C. 3319.39.

Temporary Provisions and New Flexibility

Previously, a temporary law permitted the employment of substitute teachers without a post-secondary degree, a measure set to expire at the end of the 2023-2024 school year. With H.B. 33, this flexibility has been made permanent, allowing school districts to establish their own educational requirements for substitute teachers.

New Educational Requirements

Resolution Details

The Northmor Local School District’s Board of Education has resolved to establish its own educational requirements for substitute teachers. Effective from the 2024-2025 school year and each year thereafter, the following criteria will apply:

  1. Educational Requirements:
    • An individual must possess an associate degree or higher from an accredited institution of higher education.
    • Alternatively, the individual must have completed at least two years of coursework (48 semester hours or 72 quarter hours) at an accredited institution of higher education.
  2. Good Moral Character:
    • The individual must be deemed to be of good moral character.
  3. Criminal Background Check:
    • The individual must successfully complete a criminal background check as prescribed by R.C. 3319.39.
  4. Other Applicable Requirements:
    • The individual must satisfy all other applicable requirements and procedures as outlined in the Revised Code and the Administrative Code regarding the qualifications to be a substitute teacher.
