Under a $605,400 proposal to be put before Galion City Council on Tuesday, a portion of Harding Way East is in line for a new waterline. City officials are looking to the state for grant and loan aid to finance the work, which will see the existing line between Second Avenue and Gelsanliter Road replaced.
The matter comes up at the council’s regular session set for 7:00 PM in the Council Chambers at 301 Harding Way East and the agenda is otherwise full with two city fund changes, the certification of 2027 property-tax rates and a request for funding on airport weather equipment.
As for the waterline, Ordinance 2026-69 would give the mayor or the safety-service director the authority to put in an application for Round 41 of Ohio Public Works Commission assistance. Galion has asked for a $185,000 grant along with a $315,000 loan. In all, that would put $500,000 toward the project’s tab, with the city picking up the remaining $105,400.
The proposed financing therefore includes both grant assistance and borrowing. The $315,000 loan would carry a repayment obligation in addition to the city’s contribution.
The ordinance would allow officials to submit the application and accept funding if awarded. It includes an emergency provision tied to filing before the application deadline. The packet does not provide a construction schedule or identify which city fund would supply the remaining contribution.
Airport weather project seeks a state match
Another proposal would help finance the design of weather-reporting equipment at Galion Municipal Airport. Ordinance 2026-72 would authorize an application for $2,735 through the Ohio Department of Transportation’s Airport Matching Grant Program. That money would provide matching assistance associated with an FAA grant for the design of AWOS III weather-reporting equipment. The request concerns funding for the design project. The packet does not establish an equipment installation date.
Tax certification and changes to city funds
Council will also consider Resolution 2026-16, accepting the property-tax amounts and rates certified by the Crawford County Budget Commission for the fiscal year beginning January 1, 2027.
The county certification lists $731,037.23 in estimated receipts from city levies. That includes $56,589.87 each for police and fire pensions, along with receipts from general levies. The rate schedule contains separate entries applying to different taxing districts within Galion. The packet provides no year-to-year comparison of the rates.
A smaller budget adjustment, Ordinance 2026-70, would move $1,200 within the General Fund from the Law Department’s part-time salaries and wages allocation to VOCA furniture and equipment.
Ordinance 2026-71 is listed as converting an advance into a transfer. Its text was unavailable when the packet was issued. A notice says it will be forwarded when available, leaving the amount and funds involved unspecified in the distributed materials.
What to expect Tuesday
Makenna Laser of the Crawford Partnership is also scheduled to give a presentation. All five legislative items are listed for first reading. The two fund-related ordinances, airport grant ordinance and tax-rate resolution are also marked as requiring a vote to place them on the agenda.
Residents wishing to address council can complete a speaker form available at the end of the council table and submit it to the council president before the meeting. Public remarks are limited to five minutes.
